驱动改进的供应商记分卡指标

简短回答:供应商记分卡只有在评估四个方面时才能驱动改进——质量(PPM 和批次接受率)、交付(准时足量交付)、响应能力(报价和问题关闭时间)以及成本行为(价格稳定性和降本交付)。权重大致为 40/30/15/15,每月评分,每季度审查,并对任何低于目标的指标制定书面行动计划。连续两个季度每月收到相同记分卡的供应商通常会将缺陷 PPM 降低三分之一,并将延迟交付减少一半。如果供应商无法告诉你他们自己的 PPM 和 OTIF 数据,那就是你的第一个发现——也是将零件报价到别处的理由。

为什么大多数供应商记分卡未能改变任何事情

大多数记分卡在电子表格中消亡。采购员收集数据,将一些单元格标红,通过电子邮件发送 PDF,然后什么也没发生。供应商要么从未打开文件,要么因为定义从未达成一致而对数字提出异议。

记分卡不是报告。它是一个管理系统,有三个活动部件:商定的定义、固定的节奏和后果。去掉任何一个,整个东西就变成了装饰。

采购团队中反复出现三种失败模式:

  • 指标太多。 30 行的记分卡会被略过。六到八个加权指标是实际的上限。
  • 供应商无法影响的指标。 根据你自己的预测准确性来评估中国供应商,不会教给他们任何东西。
  • 没有后果阶梯。 如果红色评分在三个季度内没有改变任何事情,供应商就会知道记分卡是演戏。

一个可行的记分卡适合放在一页纸上,使用双方都能从自己系统中提取的数字,并将每个红色评分与一个有名称和日期的行动联系起来。

四个核心指标类别

质量:PPM 是头条,但不是全部

百万分之缺陷率是每个人都会引用的数字,但仅 PPM 隐藏了很多信息。一家每年出货 200,000 个零件、PPM 为 400 的供应商看起来比一家出货 2,000 个零件、PPM 为 400 的供应商更好,尽管后者有一个坏批次到达你生产线的风险要高得多。

将 PPM 与两个支持性数字配对:

重复缺陷率是大多数团队跳过的指标,也是最能说明问题的。一家在五天内关闭 SCAR 但三个月后重复同样缺陷的供应商是在写文件,而不是解决问题。

交付:OTIF,加上原因代码

准时足量交付(OTIF)应针对原始确认日期衡量,而不是修订后的日期。如果你允许日期修订来重置时钟,OTIF 就变得毫无意义。

精确定义“准时”。一个常见且合理的规则:货物在约定的时间窗口内到达你的码头,数量完整、版本正确、文件齐全。任何不足都算未达标。

然后跟踪原因代码。因原材料延迟、因产能延迟、因质量扣留延迟和因文件错误延迟是四个不同的问题,有四种不同的解决方法。一家 OTIF 为 88% 且所有未达标都由一个电镀分包商引起的供应商,比一家 OTIF 为 88% 且未达标随机分布在五个原因上的供应商状况要好得多。

响应能力:报价速度和问题关闭

这是中国采购团队通常具有真正优势的地方,也是你应该明确衡量的地方。

报价周转时间是其他一切事情的领先指标。一家不能快速报价的工厂通常也不能快速规划产能。当你比较供应商时,报价比较指南可以帮助你在评分之前规范每份报价实际包含的内容。

成本:稳定性和降本,而不仅仅是价格

价格是采购员喜欢的指标,也是单独使用时造成最大损害的指标。相反,评估成本行为:

  • 价格稳定性: 该期间发生了多少次计划外价格变动,是否有文件化的材料指数证明其合理性?
  • 降本交付: 供应商是否达到了商定的年度生产力承诺?
  • 报价准确性: 最终发票与报价相差多远?
  • 成本规避想法: 供应商主动提出了多少面向制造的设计建议?

最后一项被低估了。一个建议改变弯曲半径以消除二次操作的供应商,比一个将单价削减 2% 的供应商更有价值。

为记分卡分配权重

权重应反映你的业务,而不是模板。医疗相关或安全关键的零件会提高质量权重;快速消费品会提高交付权重。

将每个类别评分 0–100,乘以权重,然后求和。然后应用简单的分级:

  • 85–100 — 首选: 新业务的首选,有资格获得长期协议。
  • 70–84 — 合格: 正常业务,关注得分最低的类别。
  • 55–69 — 有条件: 新业务暂停,需要在 30 天内提交书面改进计划。
  • 低于 55 — 退出轨道: 立即双源采购,在一到两个季度内逐步淘汰。

数字不如一致性重要。一个连续四个季度看到相同定义和权重的供应商将开始按照这些定义和权重进行管理。

让记分卡驱动真正的改进

分享原始数据,而不仅仅是分数

收到“78/100”的供应商什么也学不到。收到逐项明细的供应商,显示 3 月份因冲压件毛刺导致 1,240 PPM,加上涉及的三个批号,可以在同一周采取行动。

以一致的格式分享基础数据——检验记录、不合格报告、交付日志。如果你购买冲压件,缺陷通常追溯到模具磨损或带材进给问题,你的供应商需要具体的批次和型腔来调查。同样的逻辑适用于定制金属冲压和机加工零件,其中单个磨损的刀片可能影响整批。

一次设定一个改进目标

供应商无法同时解决四件事,尤其是团队精简的小型工厂。选择得分最低的单个类别,并为下一季度商定一个可衡量的目标。“在 6 月 30 日前将毛刺相关拒收从 1,240 PPM 降低到 600 PPM 以下”是一个目标。“提高质量”不是。

召开固定议程的季度业务审查

45 分钟的电话会议,每季度相同的议程:

1. 记分卡走查(10 分钟)

2. 供应商对最差两项的根本原因看法(10 分钟)

3. 上季度的未决行动——已关闭或未关闭(10 分钟)

4. 下季度的单一改进目标(10 分钟)

5. 商业话题:产能、新项目、模具(5 分钟)

保持这样。偏离到价格谈判的审查不再是改进会议,而是开始被回避。

每年审计记分卡本身

每年问三个问题:我们是否在衡量供应商无法控制的事情?权重对我们的产品组合是否仍然正确?我们是否真的在应用后果阶梯,还是我们已经带着一个 58 分的供应商两年了?

最后一个问题令人不安。大多数记分卡失败不是数据失败——而是买方纪律的失败。

记分卡与产能和风险的交互

记分卡衡量过去。它们不会告诉你供应商是否能吸收你的增长。将记分卡与产能对话配对——多少班次、多少台机器、什么利用率、2 倍产量下的交货时间。我们关于供应商产能评估的笔记涵盖了值得问的问题。

同样,供应商可能得分很高,但仍然带有结构性风险:单一来源原材料、一台关键机器、一名熟练操作员。记分卡是更广泛的风险缓解计划的一个输入,而不是替代品。

对于首次合作的供应商,在前两个季度将记分卡与结构化的审查清单一起运行。一旦关系稳定,仅记分卡就能承担负荷。

关于评分直接采购工厂的说明

直接报价的工厂——而不是通过贸易层——往往得分不同。响应能力通常更好,因为报价的工程师就是将要运行工作的工程师。质量数据通常可用但不太完善;你可能需要商定报告格式,而不是接收一个。

问:供应商记分卡应该有多少个指标?

答:四个类别中六到八个加权指标是实际的上限。超过这个,采购员会略过,供应商无法优先处理。如果你需要更细的粒度,将头条记分卡保持在八个指标,并将细节放在附录中,只有在分数变红时才打开。

问:我应该每月还是每季度给供应商评分?

答:每月评分,每季度审查。每月评分保持数据最新并及早发现偏差;季度审查给供应商足够的时间在下一次对话之前真正解决问题。每月审查会议消耗善意,很少产生变化,因为没有时间让纠正措施显示结果。

问:中国供应商的良好 OTIF 目标是什么?

答:对于已建立的关系,针对原始确认日期的 95% OTIF 是一个合理的目标,对于重复、稳定批量的零件,98% 是可以实现的。新供应商或新模具通常在前两个季度处于 85–90%。持续低于 85% 通常指向产能或计划问题,而不是物流问题。

问:我如何处理对我的质量数据提出异议的供应商?

答:在开始评分之前商定测量方法——量具、抽样计划、接受标准以及谁仲裁。如果争议持续,要求对下一批进行联合首件检验并记录结果。大多数争议来自不同的测量方法,而不是不诚实,一旦双方使用相同的量具,争议就会消失。

问:记分卡可以用于单一来源供应商吗?

答:可以,而且在那里更重要。当你不能快速更换供应商时,记分卡成为你的早期预警系统。将响应能力和成本规避想法的权重调高,因为你不能使用竞争压力,并设定在现有关系内建立能力的改进目标,而不是威胁转移工作。
