采购风险缓解:实用框架

为什么大多数采购风险计划在开始前就已失败

大多数采购风险文件是在事故发生后写的,而不是在事故发生前写的。一个零件到货时超差,一批货错过了船期,一个供应商在春节期间失联——然后团队写了一份纠正措施,但它从未成为体系。

这种失败是结构性的。风险计划通常只关注一个维度(价格或质量),而实际风险敞口存在于四个不同的地方:

  • 供应商风险——供应商实际上无法保持你的公差,无法扩产,或者财务脆弱。
  • 工艺风险——零件可制造,但只能在某一台机器、某一副模具或某一位操作员的技能下制造。
  • 质量风险——首件通过,量产发生漂移,而没有人测量这种漂移。
  • 物流与时间风险——货物存在,但滞留在港口、排队中,或受假期停工影响。

只解决其中一项的框架不是框架。那只是附了一张电子表格的希望。

第1步:依据证据而非印象对供应商进行资格认证

供应商资格认证是最便宜的风险降低手段,因为它消耗的是时间而不是金钱。目标是用可验证的事实取代“他们看起来很专业”。

在下PO前需要核实的内容

样品不等于工艺

一个完美的样品证明供应商能够做出这个零件。它不能证明他们能在第九个月的某个周二按量产规模做出来。要求提供过程控制计划:哪些尺寸被检查,频率如何,使用什么仪器,以及当读数发生漂移时如何处理。

资格认证产生数据。评分将数据转化为你可以向自己管理层辩护的决策。

根据你的业务调整标准权重。医疗相关或汽车相关买家应提高质量和能力权重;具有季节性需求的消费品买家应提高产能和交期权重。

第3步:结构性缓解——双源采购与工艺冗余

一旦你知道谁做得好,就决定要集中多少风险敞口。

双源采购是有成本的。拆分订单量会降低你的议价能力,重复模具,并使资格认证工作量翻倍。这就是为什么分配应遵循关键性,而不是意识形态。对于一个会导致停线、模具周期为6周的机加工零件,支付第二套夹具的费用是便宜的保险。对于一颗标准不锈钢螺丝,那就是浪费。

单一供应商内部的工艺冗余

一个更隐蔽的风险:你的供应商只有一台机器能保持你的公差,或者只有一副模具能生产你的冲压件。如果该资产故障,你就停摆。

直接询问:如果这台机器明天故障,恢复计划是什么,需要多长时间?一家在同一地点拥有四条生产线的垂直整合工厂,通常可以在生产线之间转移工作。一家没有生产车间的贸易公司做不到。

第4步:将质量控制作为风险工具

检验不是最后一道闸门。它是一系列闸门,每一道都设置在缺陷变得昂贵的位置。

按阶段划分的实用检验计划

三条实用规则:

1. 将检验与图纸标注挂钩。如果尺寸没有公差,就不会被测量。明确标记关键质量尺寸。

2. 要求数据,而不是声明。一张写着“符合”的证书,价值低于一张实测值表格。

3. 提前定义偏差路径。谁在什么时间内被通知,采取什么遏制措施。在你发现问题之前就通知你的供应商,比从不出现问题的供应商更有价值——因为第二类供应商并不存在。

第5步:交期、缓冲与日历风险

时间风险是最可预测的,也是最常被忽视的。

倒推你的时间线:

  • 报价生产交期
  • 加上模具或首件批准时间
  • 加上返工或第二次生产运行的缓冲
  • 加上运输时间(以及港口或清关余量)
  • 如果你的预测不确定,再加上需求缓冲

对于中国采购的货物,还要加上特定日历风险:春节(假期前后生产实际上会停2–4周,两侧还有减产和复产爬坡)、国庆节,以及节前货运高峰拥堵。春节前一周到期的货物就是有风险的货物。

一个合理的默认值是关键零件保留2–4周缓冲,可以以供应商成品库存或你自己的安全库存形式持有。缓冲不是浪费;它是以后不支付空运和加急附加费的价格。

第6步:商务与连续性保障

合同和文件是最后一层,而且只有在前面几层到位时才有效。

  • 模具所有权。明确谁拥有模具、夹具和量具,以及在什么条件下转移。
  • 图纸与版本控制。版本不匹配是一个无声且昂贵的缺陷制造器。
  • 变更通知。未经书面批准,供应商不得更改材料、工艺或下级供应商。
  • 退出条款。定义通知期、最后一次采购窗口和模具移交。我们的供应商退出规划指南涵盖了具体机制。
  • 灵活MOQ。数量灵活性降低了过度承诺无法销售库存的风险。在需求不确定时,灵活MOQ条款比略微更低的单价更有价值。

问:最有效的单一采购风险缓解步骤是什么?

答:在你需要之前认证第二供应源。大多数风险事件之所以变成危机,只是因为没有被批准的替代方案。对关键零件进行双源采购会损失一些议价能力并重复模具,但它将潜在停线转化为常规采购订单切换。在平静时期进行资格认证,而不是在短缺时期。

问:对于中国采购的零件,我应该持有多少安全库存?

答:对于关键、长交期零件,2–4周缓冲是一个合理默认值,可以以供应商成品或你自己的库存形式持有。春节和国庆节前后增加额外覆盖。正确数量取决于你的交期波动性,以及缺货成本与库存持有成本的对比。

问:为了更低价格而切换到未认证供应商值得吗?

答:很少值得。一个会导致停线的零件单价降低10%,是净亏损。用与现有供应商相同的加权标准给新供应商评分,运行首件,并以部分订单量进行双源采购,然后再转移全部订单。价格优势应该是你最后权衡的标准,而不是第一个。

问:我如何验证供应商的公差声明?

答:要求测量数据,而不是声明。要求针对你实际零件的首件检验报告,并注明仪器名称和校准状态。对于CNC加工,当有CMM报告支持时,±0.005 mm是可信的声明。如果供应商无法提供测量记录,就将公差声明视为未验证。

问:采购风险计划至少应包含什么?

答:四个要素:带证据的合格供应商清单;针对关键零件的双源或缓冲策略;与图纸标注挂钩的书面检验计划;以及注明日历风险的交期缓冲。再加上模具所有权和变更通知条款。少于这些,就会有一个风险维度未被管理。
