退出中国供应商:无停线交接

简短回答:将退出计划为12-16周的双重运行计划,而非切换。在发出通知前,订购4-8周的成品缓冲库存,获得模具所有权的书面确认,并在向旧供应商释放最后采购订单之前,通过首件检验加3批次能力运行对新来源进行重新认证。预计模具转移需要2-4周,样品和批准需要3-5周,重叠生产需要4-6周。停机时间的最大单一原因不是新供应商的质量——而是在第10周发现旧供应商不会释放模具、量具或图纸的最终版本。

为什么供应商退出比应有的频率更常出错

大多数买家将供应商退出视为采购决策。实际上,这是一个物流和文档项目,附带商业谈判。您购买的零件是一条链的输出:图纸、模具、夹具、量具、工艺参数、子供应商批准、包装规格,以及关于哪些尺寸漂移的累积经验知识。

当您将这条链转移到新工厂时,每个环节都必须重建或转移。只规划项目“新供应商”一半的买家通常会遇到三种失败:模具被扣留、图纸版本不匹配导致零件无法装配,以及质量墙出现在第三批而不是第一批。

三种失败模式

模具和量具保留。如果模具是在单价中摊销而非单独开票,即使合同另有规定,所有权在实践中也可能真正模糊。在开启对话之前,请参阅我们关于模具所有权条款的说明。

版本漂移。旧供应商可能正在运行Rev D,而您的文件显示Rev C,两年前通过电子邮件批准的偏差没有人记得。新供应商按照Rev C制造,零件无法装配。

爬坡质量墙。样品通过,第一批生产通过,然后第三批在一个严格尺寸上显示能力问题,因为新供应商的工艺窗口比旧供应商窄。

现实的退出时间表是什么样的?

下表是带有现有模具的精密金属零件的典型指示性时间表。只有在您愿意携带更多缓冲库存时才压缩它。

注意重叠。从第12周到第16周的双重运行不是浪费——这是保险政策,让您逐渐减少旧供应商,而不是在某个日期切换。

在谈话之前如何保护模具、量具和图纸?

在表明意图之前进行文书审计。一旦供应商认为产量正在离开,合作就变成商业谈判,您希望先收集好证据。

退出前文件包

建立一个文件夹,包含:当前图纸版本及变更历史、带有资产编号和照片的模具清单、带有校准证书的量具和夹具清单、过去12个月的检验报告、包装图纸、材料证书以及任何批准的偏差说明。

将图纸版本与最后一批货物的检验报告进行交叉核对。如果报告引用了您图纸上不存在的尺寸,则存在版本漂移,您需要在转移前解决,而不是之后。

书面确认所有权

要求一份简短的书面确认,确认清单中标识的模具、夹具和量具是买方的财产,并将在要求时释放。如果合同未提及或模具已摊销,准备协商释放付款。为此做预算,而不是被它惊讶。

如何在不赌博的情况下选择和认证新来源?

根据工艺而非仅价格进行认证。一个便宜8%但从未保持您最严格公差的供应商,在计算停机时间后并不便宜。

RFQ中应发送什么

发送图纸、年产量及月度细分、材料规格、表面处理和电镀要求、包装规格,以及——关键的是——一个已知良好零件的样品。物理黄金样品比三页笔记更能消除歧义。

要求每个候选者返回工艺计划:他们将如何制造零件、哪些工序在内部完成、哪些外包、关键尺寸是什么,以及他们将如何测量它们。

首件和能力运行

要求针对图纸上每个尺寸的完整首件检验报告,而不仅仅是关键尺寸。然后要求三个连续生产批次,并提供重要尺寸的能力数据。对于冲压或弹簧,添加功能测试——负载、挠度、疲劳或配合——因为仅尺寸符合性不能证明零件有效。

您实际需要多少缓冲库存?

缓冲库存是供应商过渡中最便宜的保险。根据实际数字确定规模,而不是经验法则。

取您的每周消耗量,乘以预期的过渡持续时间,并为某个认证关卡的失败添加安全余量。如果您每周消耗5,000件,过渡为12周,可能有一个2周的返工循环,您需要70,000件——或者计划提前双源部分产量。

如何管理与即将退出的供应商的对话?

安排消息顺序

告诉他们产量正在转移,给出带有日期的逐渐减少时间表,确认您需要他们提供什么(模具、量具、记录、最后购买定价),并以书面形式提出。在缓冲库存到位之前不要宣布退出。

处理最后购买

要求成品和任何长交期子组件的最后购买报价。这通常是在没有新模具的情况下延长缓冲的最快方式。

如果合作停滞

新供应商的质量协议应涵盖什么?

质量协议将口头期望转化为可审计的承诺。它应定义管辖的图纸版本、检验频率和抽样计划、每个关键尺寸的测量方法和量具、变更通知窗口、不合格品流程以及可追溯性要求。

明确变更控制。供应商在未告知您的情况下更换子供应商、模具或工艺参数,可能会使数月的认证工作失效。任何工艺变更的30天书面通知要求是标准且合理的。

将其与明确的质量协议配对,指定双方负责的质量联系人,以便问题到达决策者而不是共享收件箱。

如何干净地结束退出?

收尾是大多数买家失去工作价值的地方。将模具登记为您的资产,附上照片和资产编号。归档最终检验报告和批准的图纸版本。记录实际过渡持续时间和滑移的关卡,以便下一次转移更快。

然后在30、60和90天审查新来源。观察缺陷率、准时交付率和工程问题的响应时间。只有当新供应商变得无聊时,过渡才算完成。
