中国进口贸易术语详解:FOB、EXW与DDP

简短回答:对于约100公斤以下的首个中国订单,通过国际快递采用DDP是最省心的——一个价格送到门,含关税。对于集装箱和常规批量货物,使用您自己的货运代理采用FOB是买家的标准做法,因为它能让您掌控货物并看清成本层级。EXW在纸面上看起来最便宜,但您需要安排从工厂大门起的一切事宜。您选择的贸易术语不会改变货物成本;它改变的是每一步由谁安排、由谁付款、由谁承担风险——而意外费用就隐藏在这里。

每一份中国报价都以一个三字母术语和一个城市结尾:EXW东莞、FOB深圳、DDP送到您门口。买家往往把贸易术语当作形式,直到第一张发票带着意料之外的费用到来,或者货物因为清关无人负责而延误。贸易术语的存在正是为了防止这种情况:它们是合同简写,由国际商会发布(现行版本为《2020年国际贸易术语解释通则》),将出口清关、运输、保险、进口清关、关税和风险分配给买方或卖方。本指南解释您从中国实际会收到的报价术语,梳理谁为什么付款,并展示每个选择背后隐藏的成本层级。

您实际会收到的四种报价术语

中国供应商在实践中会报几种术语:EXW、FOB、FCA,以及货运代理和快递公司在门到门报价中使用的D组术语(DAP和DDP)。其中两种——FOB和EXW——覆盖了精密金属件的大部分工厂报价;DDP在小包裹运输中占主导。FCA(货交承运人)是集装箱货物在技术上被推荐的术语,值得了解,尽管许多供应商仍习惯性地报FOB。

EXW(工厂交货)意味着卖方的唯一义务是在其自己的场所提供货物——通常为运输做好包装,但不负责装货、不办理出口清关,也不运往任何地方。风险在工厂大门转移给您。FOB(船上交货)意味着卖方在您指定的装运港将货物装上您指定的船舶,并办理出口清关;风险在货物装上船后转移。DDP(完税后交货)意味着卖方将货物一路运到您门口,办理进口清关,并支付关税和税费——这是卖方能承担的最大义务。

为什么大多数中国工厂报FOB——以及它遗漏了什么

FOB深圳、FOB广州、FOB香港:这些是中国制造业的默认出口术语,原因很实际。工厂乐于通过当地货代安排内陆拖车和出口清关,而大多数全球买家已经有货代和报关行处理海运段。这种分工符合行业的实际运作方式。让新买家意外的是FOB价格之后的一长串费用,这些费用都是真实存在的,而工厂报价都不包含。

EXW:您看到的价格与您承担的工作

EXW有吸引力,因为单价最低,而且物流上没有卖方利润。它也是买方功课最多的术语:您要安排到工厂的卡车、出口报关、运费、保险、进口清关和最终派送,并从工厂大门起承担风险。对于已有稳定货代和报关行的买家来说,这是常规操作。对于一次性采购,这可能意味着要跨时区协调四个供应商,而货物却停在工厂等待您忘记预订的卡车。一个有用的中间步骤:许多工厂会报EXW,但通过自己的货代按成本帮您安排国内段,这样既保持干净的EXW价格,又去掉了最麻烦的协调环节。如果您从未进口过,首个订单不要选择EXW;选择DDP,从发票中了解成本层级。

DDP:便利,以及大多数买家忽略的两个风险

DDP是小批量货物的默认术语,因为国际快递(快递服务)将其作为单一门到门价格出售:您的零件离开工厂,发票上出现一个包含运费、清关和关税的价格。对于样品、原型和约100公斤以下的订单,通过快递采用DDP通常是从中国采购最快、最可预测的方式,这也是大多数首单采用DDP术语的原因。

让术语匹配货物,而不是习惯。对于约100公斤以下的样品和小包裹,通过快递采用DDP是务实的默认选择:一个价格、送货上门、协调最少。对于首个集装箱或常规生产批量,选择FOB加自己的货代和报关行,因为掌控海运段和您这边的海关,比省下几百美元的卖方加价更重要。对于非常大、高价值或关键的货物,无论采用何种术语,都应按自己的保单加保。每当您协商术语时,都要以书面形式写明指定地点——“FOB深圳”而不是“FOB中国”,“EXW东莞”而不是“EXW工厂”——因为指定地点定义了风险转移和价格。
